Hill Foundation

The Hill Foundation, a UK-registered charitable company established in 2001, is dedicated to promoting international understanding and cooperation by sponsoring academically exceptional Russian nationals to study at the University of Oxford and other leading UK institutions. Shaped by its donor's vision of integrating Russia into the global community, the Foundation advances education, cross-cultural exchange, and future leadership for the public good through its flagship Hill Foundation Scholarships. These fully fund course fees and living costs for second undergraduate or postgraduate degrees at Oxford, prioritizing recipients with outstanding academic records, strong personal qualities, and commitments to benefiting Russian society in fields like business, academia, public service, arts, or professions.

It exclusively supports individual Russian nationals ordinarily resident in Russia, who must first secure an Oxford admission offer via UCAS by 15 October 2025. No organizations, charities, or non-Russian applicants qualify; post-study return to Russia is expected to maximize societal impact.

Scholarships cover full fees plus at least £13,863 annually for living costs, varying by course duration. Applications occur solely through Oxford's online portal from 14 January to 4 February 2026 (noon UK time), with decisions by March and notifications by May end. Unsolicited proposals are not accepted.

Distinctively laser-focused on Russian scholars, the Foundation avoids all organizational grants, projects, core costs, or capital support, partnering tightly with Oxford for rigorous, impartial selection. It stands apart for its unwavering individual-centric model, sustained impact on Russian civil society via returned alumni, and rejection of broader charitable activities.
